Change ownership of a Form from deactivated user
Hi,
I am trying to change ownership of a Form from a user whose account is deactivated in our tenant. I meet all the criteria in this article and my user is disabled. But when I try to access the Forms I get an error saying I only have permission to access my own Forms.
Any ideas why I can't access this?

You are the global administrator or office application administrator of the organization and have a valid Forms license.
The employee whose form you want to transfer has an account that has been deleted or disabled.
The form is transferred within 30 days of when an account was deleted.
