I am not sure if this helps anyone, but I was trying to add the "Upload file" option to my form also. Here is the scenario:
A group form with Only people in my organization set
I am a SharePoint Admin
I am an owner of the group, SP Admin on the site, plus a site owner
So I assumed I had all my basis covered, yet I still was NOT able to add the Upload file option
Once I added myself as a member of the group did, I finally see the Upload file option.
