Can an MS Forms form ask users to upload a file and still be open to external users? How?

Hi  there
Can an MS Forms form ask users to upload a file and still be open to external users so anyone can fill it out? How?

  • frob009 file upload is not possible if external users can complete the form, it's only available if the form is set to "only people in my organisation can respond".

      This was a 'user voice' request back in 2020. Does this mean that it will never be an option in the future?
      As that means we need to look at third party tools to do what is a very simple addition for Forms
