Allow a list of times as an answer choice

I am trying to create a form for employees to swap shift start times. I currently have it set up that employees type their start and end times, but since it is free-form text, formatting is a nightmare. In Excel, I can create a drop down box, but that isn't available in forms.  Basically, I would like the answer option to look similar to the picture I uploaded. Any suggestions?
