Add possibility to create new Form from API or via Microsoft Flow

Currently in comapny we have some regular meetings, which is automatically posted on our Yammer  (we create application for that). Now, we are looking for solution to receive feedback from my co-workers about meetup. What is important for me is to have possibility to create Form automatically (by our application).

Some requirements about creating FORM from API/Flow :
 - we want set period when people can get feedback for us ( I see that this option is currently available on UI)

 - after creating FORM we want retrieve URL for that FORM ( thanks that we can publish information about it on YAMMER, and send emails to people present on meeting)
