Setting up 2 of 6 staff members for a service

I have a team of 6 staff members and we need to set up a booking such it assigns for any 2 of the 6 members to be available in order to set a meeting. I don't feel like this functionality is available in Bookings but wondering if there may be a workaround anyone is familiar with?
