MicrosoftIf you add a new customer or change a customer, only that customer will get notified and the other customers will not be informed. This is as per design.
However, if you update the time of an appointment, it would send an updated appointment to all the customers and staff members of that appointment.

I have the same problem here. If a client edits or cancels the booking, or even if staff edit it in the bookings-calendar view, it does not send the update to participants (clients/staff).
How to fix this?
