I've submitted a Microsoft ticket for my user who is experiencing the issue. TrackingID #2503200040007360. Have you submitted a ticket? Can you share your ticket number if so, so that I can reference it on my case?

    I've not made any progress on the ticket yet, but I will update here when progress is made. Let me know if you open a ticket and if you make any progress!

      Removing and re-adding the license didn't work for my user. No notable progress on my Microsoft ticket.
