Missing “Shared by creator” option in Copilot agents (Admin portal)

I’m reviewing the Microsoft documentation on managing Copilot agents in the M365 admin center:

https://learn.microsoft.com/en-us/microsoft-365/admin/manage/manage-copilot-agents-integrated-apps?view=o365-worldwide#agent-types-you-can-manage

The doc mentions different agent types, including “Shared by creator”.

However, in the Admin portal, I’m unable to find or filter agents under “Shared by creator”.

    Hi Parth49,

The documentation lists “Shared by creator” as a possible agent type, but this category only appears in the m365 admin center when at least one user in the tenant has actually created and shared a Copilot agent.

Therefore it is highly likely in your tenant, there are currently no user‑shared agents, so the admin portal doesn’t show a separate “Shared by creator” filter or category. The admin UI only surfaces agent types that are present, even though the documentation describes all supported types.

Additionally, user‑shared agents are only created if:

    • Users have Microsoft 365 Copilot licenses, or
    • Copilot Chat is enabled with pay‑as‑you‑go / Copilot Studio billing configured.

Until those conditions are met and a user shares an agent, there is nothing for the admin center to display under “Shared by creator”.

In short: nothing is missing or misconfigured, this is expected behaviour, and the option will appear automatically once a user‑created agent is shared in the tenant.

    I hope that helps.

    Warm regards,

    Hi Parth49,

Yes, the behaviour you’re seeing is expected.

In your tenant, there are currently no user‑shared agents, so the admin portal doesn’t show a separate “Shared by creator” filter or category, yet. Until such agent type is published, deployed and shared this will remain absent, even though the documentation describes all supported types.
