Is "Popular in Your Org" in the Agent Store Actually Based on Usage?

Interesting observation. I can understand why this behavior would be confusing. If users see agents that are blocked or unavailable due to licensing or governance policies, the "Popular in Your Org" label could easily create different expectations.
I'm also curious whether this ranking is based on actual usage, administrator deployments, recommendations, or other telemetry signals.
It would be great if Microsoft could clarify the criteria or provide an option to display only agents that users are eligible to access.
