Copilot Studio licensing
We have Microsoft 365 Copilot licenses and are trying to understand the real limitations of creating agents with Copilot Studio without incurring any additional cost.
There is confusing and sometimes contradictory information around this topic. We understand that, to remain cost‑free, agents must be:
- Published internally only
- Used exclusively by users who already have a Microsoft 365 Copilot license
However, it is unclear where the actual boundaries are in practice.
Specifically:
- Can agents use actions and tools without triggering additional licensing or consumption?
- Are standard connectors allowed in cost‑free scenarios?
- What happens when Power Automate flows are used (even simple or internal ones)?
- At what point does using Copilot Studio move from “included” to “consumption‑based” or require Agent 365?
Clear, concrete guidance on these boundaries would be extremely helpful to design compliant and cost‑predictable solutions.
