Copilot Studio - failed to publish new agent
Hi Experts,
I am beginner of Copilot Studio. I wanted to subscribe to Pay-As-You-Go. Recently I have subscribed Azure Subscription Plan. Under Power Platform admin centre have create billing plan for Copilot Studio with PAYG.
In Copilot Studio when I tried to Publish newly created agent I received "You currently do not have a user license that allows you to publish in Copilot Studio. Please contact your administrator to upgrade your license or enable the necessary permissions".
Did I miss out anything? Am I required to have Copilot Pro ?

I'm able to publish with a normall M365 Copilot license. Have also configured PAYG within the Power Platform admin center.
hi KCLai yes, you’re missing one piece pay as you go alone isn’t enough to publish an agent.
Here’s what’s going on, in plain terms
- Pay-As-You-Go in Copilot Studio only covers runtime consumption (messages, actions, usage).
- To create and publish agents, the user still needs a Copilot Studio authoring license.
So even though:
- You created an Azure subscription
- You set up a PAYG billing plan in Power Platform Admin Center
You still need one of these for the user account publishing the agent:
- Copilot Studio (standalone) license, or
- Power Apps Premium / Power Automate Premium (these include Copilot Studio authoring rights)
Copilot Pro is NOT required. Copilot Pro is for personal productivity (Word, Excel, etc.), not for Copilot Studio authoring.
What to check / do next
Go to Microsoft 365 Admin Center
- Assign yourself:
o Copilot Studio license or
o Power Apps Premium license
- Sign out/in of Copilot Studio
- Publish again
Once licensed, the PAYG plan will automatically be used for usage billing.
This licensing split (authoring vs consumption) trips up a lot of people, you’re not alone
