Copilot License - distributing a bot for the org - do end-users require a copilot license?

Yes they would either need a M365 Copilot license or the bot would either message packs assigned to it or have pay as you go activated.

There are 3 different options:
1) Buy M365 Copilot licenses for all 50 people
2) Buy Copilot Studio message pack(25k messages) - it costs 200€
3) Use Copilot Studio PAYG(Pay-As-You-Go) model.
In the end, it really depends on how your organization uses the service and what kind of budget setup you’re working with. If your usage goes up and down a lot, PAYG might make more sense because it’s flexible. But if your messaging needs are steady and predictable, then Message Packages could save you money in the long run. The key is to look at your past usage and get a sense of what’s typical—then pick the option that fits best. As Copilot Chat Agents and similar tools evolve, it’s worth revisiting the pricing model now and then to make sure it still lines up with your needs.
