I believe this information will be useful for you
To use Copilot in Outlook you must have Microsoft 365 Copilot License .
Copilot scenarios in Outlook are only available on a user's primary mailbox. They are not available on delegate mailboxes that they have access to. Copilot scenarios are not supported on mailboxes that are not hosted on Exchange Online.
Chatting with Copilot in Outlook is only available if you're using a work or school account and you're using new Outlook for Windows or Outlook on the web. Currently, the Copilot chat experience can't search or extract information from specific Outlook folders.
