CoPilot Agents Misinform About Capabilties

When I'm creating and describing what I'd like a new CoPilot "Agent" to do, it confirms that it will "search" my microsoft email account, and says it can "send" emails, but when asked to test these agents after creation, it delays and stalls and says it is "searching" my email etc.. Only to finally admit after me badgering it repeatedly, that it does NOT have the abilty to scan/search my email and that it CANNOT send email or create documents. 

Why do these agents misinform me about their capabilities?
