EPNAdam you should open a ticket with your licensing partner or from the Microsoft Admin Center.
This is not an global issue that is falged as an service health issue, so maybe Microsoft is not working on it ;)
As commented yesterday, a ticket has been filed. I can reproduce this issue in 3 tenants and the issue depends on if you have an Copilot license or not.
