Please chat with Microsoft Support they can sort your issue.. Some times these kind of issues are transient / or for specific Environments .

1. You May Try once File > Account > Update Options > Update Now
2. Also Did you try to access Copilot via Office Web Apps ?
Correction to my prior response: Excel desktop shows Copilot on the banner but with same results as PPT and Word.
