Can Copilot help create development plan suggestions after a review?

After performance reviews, we want managers to turn feedback into practical development plans, but the quality is inconsistent. Some managers write clear next steps, others keep it very generic. Has anyone used Copilot or another AI workflow to suggest development actions based on review feedback, goals, or competencies? Could I build an agent specific to this? Could I create a subskill that standardizes this? Should I go for something third party?

    It definitely can! However you would need a steady engine of information that feeds into it so I would suggest you first build your performance management and HR tech stack in a way that integrates with Copilot or has Copilot integrated agentic capabilities built into it. Because you dont want to manually log in goal completion rates, feedback data, task performance, etc into copilot for it to generate a development plan.

    There are some pretty slick Microsoft 365 integrated HR apps out there now that can help you do all of this without manually prompting Copilot. We've been using Teamflect for some time for similar purposes ever since someone on this forum recommended it to me. 

  • Hi CandyMullany, yes, this is a good fit for Copilot if the review content, goals, and competencies are available in a structured way and managers still review the final output. I would start with a reusable prompt template that produces strength, growth area, suggested action, timeline, and success measure, then build an agent later if that works well.
