No, no such functionality. You can use Alert policies/Defender for Cloud Apps alerts on any new login, but you cannot limit it to "new" devices/locations only. AAD Identity protection can fire up Risky alerts when a suspicious login is detected, but that again does not cover all "new" ones.
In most cases you should be able to address such concerns with a Conditional access policy/trusted network locations/MFA&device requirements combo.

- thanks for your response. but i want the notification to be sent to the user who tried to login, not to an admin. With the alert policy, i assume we can only set it to a specific user or a group. is this correct?
