Auto Labeling Policy

Question

Currently running into an issue with auto labeling policy. I have created a label specifically to be only applied to about 20 or so users who have access to a confidential file on SharePoint site.

When creating the above policy, I get the following error in the attached screenshot. I do have access to this SharePoint site, and I am a SharePoint admin.

Has anyone run into this issue?

The error message suggest that you should add the parent site collection instead of the site, have you tried that?

Not a site, the site collection itself. https://tenant.sharepoint.com/sites/blabla, the top level one.

What I am trying to achieve with the labeling will not work. Within our Sales site there is a document library that has a file with confidential information where I would like to auto label to look at that specific directory under Sales only and limit the label for a specific number of users who have access to that file.My guess this is the route I will need go with for what I am trying to achieve:https://learn.microsoft.com/en-us/purview/sensitivity-labels-sharepoint-default-label.Thanks for help.
