The error message suggest that you should add the parent site collection instead of the site, have you tried that?

VasilMichev I tried adding the parent collection site and attached the error message.

Within our Sales site there is a document library that has a file with confidential information where I would like to auto label to look at that specific directory under Sales only and limit the label for a specific number of users who have access to that file.
My guess this is the route I will need go with for what I am trying to achieve:
