Windows 11 PRO OEM on HP Devices
- Apr 17, 2025
So...
after consultation with a Microsoft Technician it looks like the Enterprise Mobility + Security E5 licenses do not provide the ability to upgrade a Windows 11 PRO OEM to a Enterprise Version.
Solution:
Enterprise Mobility + Security E5 will not provide the ability to Upgrade to Windows 11 Enterprise, instead you will need to provide a Windows 10/11 Enterprise E5 license or Microsoft 365 Enterprise E5.
Good luck!
Look at the event logs. Do you have a conditional access policy that restricts access to universal store? You may have to use a script to either activate the embedded oem key or use Microsoft provided ENT SKU key to upgrade from PRO to ENT.
Hi Rahul and thanks for your reply,
No Conditional Access blocking the store, and just check the entries under Sys32 too, everything looks fine.
The OEM is already activated with PRO and the description is “Windows Operating System_OEM_DM_Channel”, so the main problem is the upgrade to Enterprise :)
I can't find anything in the logs that could give me more information about the upgrade to the Enterprise version.
What do you mean with "oem key or use Microsoft provided ENT SKU key to upgrade from PRO to ENT"

Bogdan

I just opened a case for our tenant yesterday.
The information from your link seems to be slightly different at first glance, but I will stick to the link and have a look.
Thx!
