Why policy is giving error?

- If you drill down into the policy then you should see the setting in question reporting error. Most likely you require a custom compliance policy.
Request you to please provide some more info? How to create where to create? I'm new to this.
Have you checked official documentation on Intune device compliance? That should get you going.
