Why does Wipe/Fresh Start remove MS Store and other built-in UWP app distributed by Microsoft?

Well this is embarrassing 
The culprit is that the windows10cloudconfig-buitinappxremoval.ps1 (at https://www.microsoft.com/en-us/download/details.aspx?id=102905as part of the windows in cloud config.
