Using a variable payload for Global HTTP Proxy/Proxy PAC URL

Is it possible to create a configuration profile for Proxy PAC URL (proxies/Global HTTP Proxy) that contains a variable such as $email?

i.e. the proxy would be https://my.global.proxy.address/smartPAC?user=$email

The devices are actually ipads running in shared ipad mode.  JAMF previously worked with this (and allowed variable payloads) but I am being forced to migrate to Intune due to licensing.
