This isn’t a PowerShell or Graph issue.
The targetedManagedAppConfigurations endpoint relies on Intune’s MAM backend, and when that service is unhealthy for a tenant it fails everywhere (portal, Graph Explorer, SDK) with gateway timeouts like this.
There’s no client-side workaround. Even if cases were opened before, it usually only gets fixed once the case is explicitly escalated to Intune Engineering for a tenant backend repair/rebalance. Include the Activity ID when reopening the case.
