Temporarily Block Windows 11 24H2 Feature Update

We want to temporarily block users from upgrading to 24H2 until we have time to test core applications, such as security and VPN software. I tried the registry method found in this article - Specify Target Feature Update Version in Windows 11 Tutorial | Windows 11 Forum (elevenforum.com). I then went to Download Windows 11 (microsoft.com) and ran the Windows 11 Installation Assistant. 24H2 was installed, instead of being blocked. I'm guessing TargetReleaseVersion only works with Windows Update and not if a user chooses to manually upgrade the OS. Can anyone confirm if TargetReleaseVersion should also block manual upgrades?
