The TargetReleaseVersion registry key is primarily designed to work with Windows Update to control feature updates and prevent automatic upgrades to a newer version of Windows. However, it does not block manual upgrades initiated by tools like the Windows 11 Installation Assistant, Media Creation Tool, or directly through ISO images. This key essentially tells Windows Update which specific feature update version to target and remain on, but it doesn't restrict users from manually upgrading the OS.
