Settings Catalog only partly working.

Why does Powershell, Powershell7, and ISE not respond to this in the settings catalog? Regedit and CMD are blocked, but only because of the secondary setting. Does it need to be the complete path to the .exe? Or does it need to be device targeted? Ive had other settings not work when device targeted, but work when I user target which make 0 sense to me and that was for USB block.
