No. If assigned to users, those settings just follow the user around when they log into a workstation. Doesn't matter if the user is not the primary user.
Kindly confirm that it also doesn't matter if logged in user is different from the user who actually enrolled the devices. I mean settings will also follow and apply to logged in user in this scenario as well.
