Issues user based licensed vpp apps

Hi All,

Since a Thursday the 3rd of december I'm having issues with deploying vpp apps using user licenses. I've got multiple required apps (Outlook, Office and Edge) configured with user based licensing. They all fail except for Outlook. Applications which are assigned with device based licensing are working

During the device enrollment I'm not getting the question "end user prompt for vpp" anymore to allow app and book assignment. I've already agreed with the Apple new terms and conditions (MC228484). 

The issue looks very similar to Resolved: Known Issue: iOS 12.2+ Terms and Conditions - Microsoft Tech Community

I've opened a support ticket for this issue. Are there other people having similar issues with user based licensed apps?
