I've encountered this issue in testing as well. Latest, as of this writing, Intune (Company Portal - 3.8.0) and Outlook (3.13.0) client on latest iOS (12.1.4).

  That’s what I’m using. Latest Outlook 3.18, iPhone X on iOS 12.2.
