The current fix that we have gotten work (this is after exhausting all efforts w/ MS & Apple) is to create a SSO config profile for iOS devices (https://learn.microsoft.com/en-us/intune/intune-service/configuration/use-enterprise-sso-plug-in-ios-ipados-with-intune?tabs=prereq-intune%2Ccreate-profile-intune) This has 100% alleviated our issues.
