Intune Outlook App restrictions prevents copy/past from email to signature block?

We are using intune to manage the outlook app on iOS.  We've discovered that for some reason the copy/paste isn't allowed from the app itself to the signature block within the app.  Seems this is (oddly) by design?

Has anyone else experienced this?  If we set the copy/paste to allow all apps, it works fine.  Change it back to managed with paste in and it doesn't.  For some reason it sees the signature block as outside the app.
