It sounds like the remaining 165 devices that show up as "Can be Onboarded" on Defender may have issues related to their configuration or connectivity with Intune. Since they don't show up in Intune, check their hybrid Azure AD join status and ensure they are correctly registered in Azure AD and properly connected to the network. Verify that the devices have the necessary policies applied for device enrollment in Intune and that there are no pending updates or restarts on these devices that may be delaying the process. You may also want to check logs and event viewer on the devices for any error messages that can provide more insight into the issue.
