intune MDM, IOS device after a restore skips remote Management screen

This indicates that the iCloud backup and local backup were originally created from an unsupervised device, and is not supported for restoring back to the same device when using Automated Device Enrollment.

Is there a way to skip or ensure it's not going to try and use that backup? I have been trying to restore a handful of ipads enrolled in DEP and it keeps skipping remote management despite me wiping these things completely from both settings AND itunes restores.
