Intune enrollment

Used the Company Portal to enroll Premium license user but gives the error " Your device is already connected by your organization" When I check on Intune Portal I don't see the user email nor the device in the Windows Devices section, only the user has been added to the Intune Group.

All other users work fine but this one and Tried to add another user with Premium License to the same Windows but still gives the same error, please advise

Just need another thought about the issue and how to solve or work around it.
