How i can REGISTER INTUNE? no one device is not registered in intune

Hi, how can we register a device in intune, we want to see in the device section, a license has been assigned to an intune user, and if you select a user, then it says no one device is not registered in intune.

Hi,I assume those devices were previously azure ad joined or azure ad registered?
