Google Chrome Administrative template - Configure the list of force-installed Web Apps

Please, I have battled with this one for a little while and already gone down the dreaded rabbit role. Is there a way around using the "Google Chrome Administrative template - Configure the list of force-installed Web Apps" Intune policy to deploy web apps to Kiosk Mode - Multi apps. I have configured the setting in Intune, added a URL and assigned to my device groups. It works on the devices that are not in Kiosk mode as normal with the web app shortcut added to the desktop, but not for the device in kiosk mode. If I check chrome://policy on the Google Chrome app I have deployed to the Kiosk, it is listed amongst the policy. Is there anyway around making it work in Kiosk mode? I just need different web app/web links in Kiosk mode. Thanks
