strnad10 I see now, that my reply only partially answers your questions. As far as I know, it's not possible to only allow certain manufacturers and block the rest. However, what you could do is use App protection policies and Conditional Launch. Please not that it's not the same, but it might help achieve what you want...
Using conditional launch you can specify a semicolon separated list of manufacturers and have an action set to :
- Allow specified (Block non-specified) - Only devices that match the specified manufacturer can use the app. All other devices are blocked.
- Allow specified (Wipe non-specified) - The user account that is associated with the application is wiped from the device.
