Have you verified on an affected device via edge://policy that the policy is actually present at first launch? We’ve seen cases where the onboarding prompt was related to Edge sign-in rather than the First Run Experience itself.
That's the most common issue we see too. To prevent this you can let it rest on the network to finish it's sync which... is too slow imo but shouldn't take more than an hour.
