- Hello, you need to revert the changes that the Config Policy applied to the test devices. I recommend that you create a new policy with reverted settings.

Try do a quick test by adding some of those users to the Configuration profile and under Windows Hello set is as Not configured and they would be able to manage it.
In case you set it as Disabled or Enabled , they won't be able to change it.
