Autopilot Hybrid Azure AD Joined Duplicate device is Non Compliant

According to the documentation, there should be a duplicate device in Azure AD but it should show N/A under Compliant but instead it says No, Not Compliant.

I also noticed both devices show up in a group with the rule (device.managementType -eq "MDM") even though Azure AD says None.  Only the Hybrid Joined device is actually in Intune.

Any idea what could be causing this?
