Nope, it's a separate Apple ID used for the Apple Push Certificates Portal. You don't have to use the same Apple ID on the devices (and shouldn't!).

Just a small side note:
Apple Account Creation Portal
https://appleid.apple.com/accountCreate an account and login to www.icloud.com to get the popup for License Agreement!
The license must be agreed once, otherwise the Push Certificate Portal will not allow the login...
