Android Enterprise COBO - which user for enrollment?

Hi vcge23, as I understand you want to pre-provision a Android Enterprise corporate owned fully managed (COBO) device before the user gets the device, like Autopilot Pre-provisioning works. 

As of right now, there is no way of doing a pre-provisioning of a COBO device. If the phones comes to your IT-department first, you could of course do this steps manually with the users account and maybe a Temporary Access Passcode. But that's not ideal and not recommended.

But very recently this post (Tour the new features for Frontline worker devices in Intune | Microsoft Intune discussion) was posted where we got some information about something called Device staging, which I guess could be the thing you are asking for.
