Word - Independent Columns That Allow for Styles and Table of Contents

Hi,

I am a home builder and am trying to find the best way to create my Scope of Works in Word so that the actual verbiage is written in one column and then the associated quantities lines up in a second column.  I've tried it by creating a table; however, I need formatting that you can't do in tables like Styles that will allow me to collapse it, Table of Contents, etc.  I also tried creating columns with a column break, but after a few lines, the rows in the right column do not line up with the rows on the left.

 

I've attached a screen shot of what it looks like out of Excel and below I've tried to recreate it.

 

Any help would be appreciated.  Thanks
