Why does it sync users?

At our home on office 365 home, We have turned off syncing in windows 10 and we selected "Always use these values regardless of sign in to office" in 365, yet every time anyone of us changes their office theme, it changes us all when we relaunch the program.
How do we stop this from happening (other than telling one user not to change their theme) ?
