Unlicensed users with mailboxes when using ADSync

We have a handful of mailboxes that do not have licenses associated with their accounts, and are being synced from our AdSync on one of our DC's. There are a mix of <ourdomain.org> and onmicrosoft.

We have an on premise 2013 exchange server.
