Unable to see Inplace Archive in outlook of Office ProPlus for Kiosk users

Kiosk license DOES NOT support in-place archive.
We have purchased addon of Inplace archive for kioks users. They are able to access same from OWA. Issue is only wid outlook.
- They don't get Outlook access either. At least not via any protocol that supports access to the online archive.
