Unable to publish calendar

I added a new calendar to my web outlook but cannot publish it.   When I go to Settings -> View all Outlook Settings -> Shared Calendars -> Publish a calendar, my new calendar does not show up in the drop down menu.  See screenshots - the only calendar that shows up is "Calendar" - but I want to publish "Church-State 2023".
